Considering that the US is planning to use nukes against Iraq, the situation is alarming for the europeans, russians and the chinese. Going by the policy of the United States, the example set by the United States THAT a pre-emptive strike is the only way to prevent an attack, since the United States has now made it clear it will not hesitate to use the nukes, would it be really surprising if the defense agencies of the European Nations, Russia and China are considering pre-emptive attacks against the United States military and nuclear installations to DEFANG George W. Bush.
If they are doing it then I would reccommend they enlist the services of Iraq, North Korea and even OBL (why not) because the common enemy for all of them is a single one.

He said the United States would not "rule out various options," but said "those weapons ... have not been fired in anger since 1945."
Rumsfeld's comments came during questioning by Sen. Edward Kennedy, a Massachusetts Democrat, who expressed alarm that the Bush administration may be considering lowering the threshold for possible use of nuclear weapons.
