SOAP/XML API Problem

Hello, I need some help with a small project I need to do involving sending a report over the internet using SOAP/XML. For those not familiar with SOAP (like me), could you give a brief description of what it is, and what it can be (and is typically) used for?

to send a weekly report to an internet site that allows the recipient to print for their records. the report is in XMLK that is inside a SOAP (virtual) envelope. At the present time thier database is an old DOS database. If it is possible to convert the report from dos great. if not we would have to make a new inventory database using something that cvould be converted to xml or even an xml databse which could run on windows. groves
