Yes, my driving instructor has commented that anyone with an Indian driving licence may go directly to the road test after applying at the ROP etc. This means getting your katcha and all that jazz, but you will also need a copy of your Indian licence that has been attested at the Indian embassy (check the exact requirements at the ROP website).
This new rule is no big deal as others have pointed out - the drums/slope test is easily passed. It's the road test that requires multiple tries because it's possible for the testers to make up reasons not to pass you. The testers don't care whether you know how to drive or not, they can still choose to fail you.
If you have a residence visa you are a resident. Doesn't matter how long you're actually in Oman, no?
