Family joining visa issues

I was having my family here with me in Oman. As i got a good offer, I changed my company. But for processing the visa I had to go back with my family to India.
As there was a delay in getting the employment visa, the company brought me to Oman on an Express visa. Now they do not have approval from the ministry for the Engineering Visa and they are planning to get me on a Mechanic Visa.
The issue is that the HR guys are saying that the rule has changed and Mechanic visa holder cannot get a family joining visa. And only selected professionals can get family joining visa. Any added information on this

It is as it is. Only people holding visas of above a certain rank have family entitlements, and mechanics are not classified as eligible for family residence visas.

But if that is the case, I have seen many drivers, shopkeepers etc. bring their family here. If a Mecahnic is not allowed then how are these professions aloowed?

It depends on several factors, including your salary, post nominated on the visa, whether accommodation is provided by the sponsor etc.

Generally "labour" category visas such as mechanics, construction workers, drivers/machine operators are not entitled family residence. Shopkeepers is a vague term...a store manager/supervisor is usually allowed family residence while a salesman is not.
