I want to know if Zakat is paid on the person's monthly income or over all net worth? What is to be deducted?

For example if I bought a house on installments do I deduct that from the Zakat I pay out? Can anyone help? Is there a difference between Abadhi, Sunni and Shia on how it done?

Can I give it to any good cause or does it have to be to the poor only and not the blind or less educated?

let say you your salery is US$ 100, and you spend monthly the amount of US$ 90 (rent, bills, liveing expences), then you will take the 2.5% on the remaing US$ 10 ONLY. And you take it for the time between the last time you paid Zakaah till the current time.

there are no major differences between Abadhi and Sunni (let leave Shia out of this). So you can follow eather scholers.

yes you can, AFAIK to are not restricked on whom to give it to. "wa alakrabon awla be maruf" (those near are more worth of the good-deed). You can give it to realtives if you want, and can even help someone with his house rent. Even help someone on there weading, and you can give it to good cause. But don't forget those near you (note: phiscal location does not apply to family members), try to help those near you first.

again am not a mufity, that above is what I understand, you should ask on islam-online, or ask on a prober location.

if people will pay the Zakat then there will be no (finicaly wise) more poor people out there. I remember that in the days of islam when everyone did pay thier Zakat, some years use to come and muslims will walk around looking for someone to give the Zakat to, and they could find no one. Yes, there were years when there was no one who could claim any zakat, and everyone was paying it.

The prophet (SAWS) have said something like, a day will come when the money of the rich will not be be for the poor. And I guess that day is today, people see that Zakat money is a waste, and it heart them to pay it, forgetting that the Zakat money will come back 10 times it value.

People forget many of the old stories, such as this one about Ali Bin Ibi Talib. (I don't remember the story very accuretly, but this is to the best that I can do)
once while he was out of his house with one of his sons and poor man approtched him and asked for a sadaka (forgot which son). So Ali sent his son home, and told him to till his mother to give him one of the 'dirhams' he gave her that morrning. So the son ran home then came back and said "mother say's that you only gave her 6 dirhams, and you gave it to her to buy bread" (historical note: at that time, Ali was al-kalifa (the leader), and by then Muslims have already defeated the Roman Empire, yet Ali bearly had money for bread in his house). So Ali sent his son to the house and told him to tell his mother "not to worry, al-sadaka will return 10 time its value". So the son ran home and came back with a dirham that Ali gave it to the poor man. Then after leaving the poor man Ali found a man saleing a camal, so he asked him for how much he will sale it. And the man (a baidwian if I remember correctly) said for 80 dirhmas, and Ali told the man "I bought it, but now I don't have money will you wait for me", and the man aggreed and gave Ali the camal and left. Then after a while some stranger passed by and saw the camal and asked Ali what it was for, and Ali said he was saleing it. So the stranger asked for how much, and Ali told him 140 dirhams, and the stranger gave the money on the spot and toke the camal. So Ali looked around for the orignal owner of the camal and gave him his 80 dirhams. Then went back home and gave his wife 60 dirhams. And when the wife asked him where did he get the 60 dirhams from, he simply told her, "didn't Allah promiss the sadaka by 10 times it value"

(note: Islam never said people should not make profits, and also the amount he got back was based on the FULL amount he had at home, and not just by what he gave the poor man)

so if people will pay the al-zaka with our worrieing to much about it, there will be NO MORE POOR PEOPLE IN THE WORLD (and before someone flame this, think about it, there are part of the world where US$ 1 will help a family live for a full day).

    Very true stranger.

How much difference would it make if everyone paid the zakat, its 7aq, like prayers.
